Reforming the National Pension Scheme: Ways to Close the Coverage Gap

Abstract

|
This study explores ways to expand the coverage of the National Pension Scheme (NPS). First, it analyzes the coverage gap of the NPS and/or public pension and why and how it occurs. Second, the study examines the current situation of Individually Insured Persons and problems with them. Finally it suggests future directions and policy measures for reforming the NPS and closing the coverage gap. The study suggests that the NPS needs to strengthen the current pension credits for delivery and military service, and to expand the system of late contribution payments and to modify entitlement conditions for claiming disability and survivor¡¯s pensions. Moreover, the introduction of new pension credits for bringing-up, care-giving and unemployment and new plans to support social insurance contributions for short-time workers (working less than 60 hours per months and 15 hours per week) need to be considered in the longer term.
